I think it's mostly to protect them though, debiting and initiating a bunch of ACH from accounts that don't exist or have insufficient funds can cost them quite a bit of money. I suppose that’s true. I would prefer that my bank errs on the side of caution if anything fishy happens with an ACH transfer. I'd much rather make a phone call to get it sorted out than run the risk of any unsavory character draining my account after a "test transfer." That is, in fact, a good thing.
